    Council of Europe Anti-Torture Committee visits Ukraine

    A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a visit to Ukraine from 9 to 21 October 2005. It was the CPT's fifth visit to Ukraine.

    In the course of the visit, the CPT's delegation reviewed developments relating to the treatment of persons deprived of liberty by law enforcement agencies and the situation of foreign nationals detained under aliens legislation. It also assessed the current situation in colonies (establishments for sentenced prisoners) and, for the first time in Ukraine, in colonies for women. In this context, the delegation also examined in detail the conditions of detention of men and women sentenced to life imprisonment.
    The visit was carried out by the following members of the CPT:



    - Marc NEVE (Head of Delegation) (Belgian)

    - Veronica PIMENOFF (Finnish)

    - Joan-Miquel RASCAGNERES (Andorran)

    - Pierre SCHMIT (Luxemburger).



    They were supported by three members of the CPT’s Secretariat, Geneviиve MAYER (Deputy Executive Secretary), Johan FRIESTEDT and Elvin ALIYEV, and assisted by three experts, Dan DERMENGIU, Head of Forensic Medicine Department, Medical Faculty "Carol Davila", Bucharest, Romania, Timothy HARDING, Director of the University Institute of Forensic Medicine, Geneva, Switzerland, and Erik SVANIDZE, former Head of Internal Law Department of the Prosecutor General’s Office of Georgia.



    During the visit, the delegation held meetings with V. V. KOSHCHYNETS and A. S. LAGODA, respectively Head and First Deputy Head of the State Department for the Execution of Sentences, V. M. RUDIK, Deputy Minister of Internal Affairs, S. P. BEREZHNOV, Deputy Minister of Health Protection, A. M. MUDROV, Deputy Head of the State Security Service and B. M. MARCHENKO, Acting Head of the Border Protection Department, Border Guard Service. In addition, the delegation met Nina KARPACHOVA, Ombudsperson of Ukraine.
